NET METERING 3.0

THE DEATH OF ROOFTOP SOLAR.

In 2020, the California Public Utilities Commission (CPUC) called for proposals to "improve" Net Metering.

On March 15 2021, all proposals were submitted (link).

In a naked grab for even more profits, the California Investor Owned Monopolies, Pacific Gas & Electric (PG&E), Southern California Edison (SCE) and San Diego Gas & Electric (SDG&E) joined together (colluded) to submit a Solar and Distributed Energy Resource (DER) killing proposal. 

Only the people, the governor and the legislators can turn back this affront:  the Investor Owned Monopolies demand for increasing amounts of revenue at the expense of an affordable and cleaner future for California. California solar users paid for grid improvements, and instead of being compensated, the IOUs want to charge these ratepayers a discriminatory fee.  This is a naked grab.

If this ruling stands, who will pay to put solar on their roof only to be billed for it? Answer: No one. This will effectively kill solar in California along with thousands of renewable energy jobs.

What can you do? What must you do?  Will California lose its reputation as a global leader? Will the ruling democrats fail the people?
Can Californians offset their investments in solar by demanding smaller and accountable Investor Owned Monopolies?

Under the proposal from the monopolies, a commercial customer will pay to SDG&E a Non-Bypassable $7,760.00 per month  TAX as a "grid benefit charge". This monthly payment starts when the commercial customer invests in the operation of a 1 Megawatt clean energy system on their property.  As a Distributed Energy Resource, it provides grid benefits to SDG&E, the operator of the distribution grid. It benefits the grid.

Comparable charges apply to commercial customers of PG&E and SCE.

This is an outrage. 

It demonstrates how broken the Investor Owned Monopolies are in California. It is time to scale back these entities into small, tightly regulated operators only of only the distribution networks.
 WHAT "Cross-Subsidy"? 
The "cross-subsidy" argument has been refuted by numerous studies; any cross-subsidy is more than offset by benefits.  See a very comprehensive, peer-reviewed study on The Value of Solar:

"...The results show that grid-tied utility customers are being grossly under-compensated in most of the U.S. as the value of solar eclipses the net metering rate as well as two-tiered rates...".

Solar and now solar+storage is a net benefit and investment in the grid.

The Investor Owned Monopolies have lost all credibility with their new Net Metering Proposal. It is an affront. California needs small, community-centric Distribution System Operators, not the bloated hegemonies operating the grid for their self-serving interests.

A Closing Note
My Great-Great Grandfather landed in San Francisco in 1844 from Germany as a young stevedore. He served on the first city council of Los Angeles and was its second chief of the fire department.
His son George built the Los Angeles Rail System to be one of the largest urban public transportation networks in the world. His great grandson served for the Navy at Pearl Harbor and in the Pacific. Service to California runs in our family. As a co-founder of the San Diego Energy District, it has been my privilege to fight the good fight for a better environment  and  economy of California. Do not  buy into the Investor Owned Monopoly's argument about "cost-shifting". Plain and simple: they are working to preserve their monopoly and bloated salaries, overhead and profits.
