San Diego's circuitous path to Community Choice
The City of San Diego is making progress, slowly but surely.
From its first "Technical Assessment" through the current Feasibility Study (see below), Community Choice fans have been working, watching and waiting. A Unanimous Climate Action Plan December 15, 2015, the San Diego City Council accepted the City's Climate Action Plan (CAP). Central to reaching the CAP targets is the City's commitment to reaching "100% Renewable by 2035". Per the CAP, City staff expects to present a draft CCA Resolution to the San Diego City Council before the end of 2017.
The CAP commits to "a City-wide Community Choice Aggregation Feasibility Study", and the City's Sustainable Energy Advisory Board has advised on the Study's scope and principles. The study contract was awarded to the team of Willdan Financial Services and EnerNex,. The draft Plan was released July 12. Action is underway elsewhere in the Region.What is the County of San Diego up to? San Diego County completed the region's first CCA Feasibility Study in 2004, but decided not to act. In 2013, County Supervisors chartered a "Comprehensive Renewable Energy Plan" (CREP), which could have provided an opportunity to revisit that decision ; history, summary and draft documents here.
After little progress 2014-2015, in mid-2016 staff released a draft report. Despite considerable support for a study of Community Choice, staff made no recommendation on that point.
